REPORT ON HOA BOARD MEETING, JULY 1

Our Home Owners Association Board of Directors held its monthly meeting on Wed., July 1, in the office of the Arts Foundation. All three Board members and the Manager were present (see "Board of Directors" listing in left side column). Eight residents also attended.

1) A moment of silence was observed in memory of resident Lawrence D. Matthews, DDS, who died July 1.

2) The minutes of the June 3 meeting were read and approved, followed by the Treasurer's report, which indicated a healthy and secure financial state for the Association.

3) President Corey gave a recap and update of the HOA meeting with County Supervisor Dorothy Jaeckle and several county officials: --the President walked around the pond with the responsible county official, and they found some problems which the developer will have to address before the pond can be certified and turned over to the county to maintain; --the official sent our President some suggestions for algae control. (Algae control cannot begin until after it has been decided whether or not to drain the pond as part of the certification process.)

4) Our HOA Manager, Florence Harrison, reported an increase in complaints about:

--Speeding cars: the police have been called several times; please continue to report speeding to the police (at 748=1251, NOT 911).

--Dog violations: dogs allowed to run loose with out a leash, and owners not picking up after their dogs. Police have been called. Fines ($50) have been imposed by both the county and the Association. Please call our manager and the police (at 748=1251, NOT 911) if you observe violations of county laws and Association covenants.

--Blocked mail boxes: the U. S. Post Office has notified the Association the mail will NOT be delivered to mail boxes that are blocked by parked vehicles. There must be enough room on both sides of the mail box for the carrier to drive in and out. The carrier is not required to leave the delivery vehicle to deliver mail. Undelivered mail must be picked up at the Post Office. Residents should park all vehicles in their garages and driveways.

5) There are presently two fencing permission requests before our Architectural Review Committee.

6) The newly revised contract with Unlimited Landscaping has been finalized and signed. At the end of three years, it can be extended for three more years. Individual monthly home owner charges should remain the same for the next six years.

7) The Board conducted the annual evaluation of our only employee, Manager Florence Harrison, and rated her very highly and voted her a pay raise of 5%.

8) The Board will arrange for Unlimited Landscaping to conduct the required annual certification of back-flow valves for each home. This will be done annually at the same time that lawn sprinklers are turned back on in the Spring.

Dr. Lawrence G. Mathews dies

A senior member of the Chester Village Green Community, Dr. Lawrence G. Mathews, passed away on July 1.

CVG RESIDENT HONORED

When Betty Matthews came to the annual Chester Business Association (CBA) picnic last week, she expected to be just another guest. But the CBA had other plans in mind: they honored Matthews with the first Betty Matthews Chester Quality of Life Award.“I was overwhelmed,” says Matthews. “It was a total surprise. I had no clue it was going to happen.”

The CBA board of directors originally came up with the award. “The [Snead-Stebbins] Businessperson of the Year award has some pretty strict guidelines, and we wanted to honor Betty – she’s a volunteer and what she’s done benefits the business community and the community as a whole – but she didn’t fit the businessperson of the year criteria,” says Jim Daniels, president of the CBA.

It was agreed that Matthews should be both the recipient and the namesake of the award, thanks to her work on the Chesterfield Center for the Arts. “If it weren’t for Betty, the Arts Center wouldn’t be moving forward,” Daniels says. “Right now, it is moving forward; an architect is planning and a model is being made. She’s kept it alive.”

According to Daniels, the Betty Matthews Chester Quality of Life Award will be given out on an as-needed basis to “someone who has gone above and beyond the call of duty to volunteer their time and efforts to doing things that make the general community a better place to live and do business.”

REZONING REQUESTED ON ADJACENT PROPERTY

The following will be heard on 6/22/09 at the Planning Commission meeting:

J. 08SN0285**: In Bermuda Magisterial District, EMERSON-ROPER COMPANIES, LLC requests rezoning and amendment of zoning district map from Agricultural (A) to Community Business (C-3) with Conditional Use to permit multifamily use plus Conditional Use Planned Development to permit exceptions to Ordinance requirements on 5.0 acres fronting 290 feet on the north line of Chester Village Drive across from Village Creek Drive. Density will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for neighborhood mixed use uses. County Supervisor Dorothy Jaeckle's meeting with home owners

An overflow crowd showed up for the scheduled meeting of our HOA membership with our

county Supervisor, Dorothy Jaeckle, Dr. Pete Smith, Deputy County Administrator, and three department heads. Our President, Howard Corey, chaired the meeting and presented the questions that had been given to Sup. Jaeckle ahead of time to allow them to prepare the most complete information possible. The topics and responses are as follows:

1) Collapsed building disposition: The Director of County Building Inspections reported that he had spoken to the owner a few days ago. The owner still intends to rebuild to the same design, but he mjust settle insurance claims first, and then wait for the climate to improve for new businesses and for condo sales. He has been asked to remove the remaining building materials. The Director as spoken to the school system about sponsoring a contest for a mural to be painted on the blank wall. Betty Matthews (Director of the Arts Center) has offered to supervise and to help choose an appropriate design.

2) Pond Certification: The County has scheduled a June 23 meeting for all parties connected with pond ownership and regulation to decide on how to proceed. Certification that the pond was consgtructed according to the approved design. Silt must be dredged. After certification the County will maintain the pond.

3) "Abandoned" land at the end of Delavial St.: The Commissioner of the Commonwealth Transportation Board must certify abondonment. Then it reverts back to the owners of the land on both sides.

4) Annual certification of home back-flow valves: This is required to prevent contamination of drinking water. (Valves sometimes break and fail because of freezing while they lie dormant during the winter.)

5) High speed rail: The proposed Richmond-Raliegh connection will pass through Chester, requiring the closing of at-grade crossings (only some of which will have an overpass built).
