County Orders Voluntary Water Restrictions
Upon the declaration of voluntary water conservation measures, users of the public water system are requested to voluntarily limit their use of public water as follows:
1.Paved areas. Limit washing to two days per week. Unrestricted for immediate health and safety concerns.
2.Swimming pools. Limit to filling and replenishing to maintain health and safety.
3.Vehicle washing. Noncommercial washing is limited to two days per week using only hand-held hoses with an automatic shut-off nozzle. Commercial vehicle washing businesses are permitted to operate under normal conditions.
4.Established landscaping. Watering is limited to three days per week by address. Addresses ending with an odd number may water only on Tuesdays, Thursdays and Saturdays. Addresses ending with an even number and locations with no street number may water only on Wednesdays, Fridays and Sundays. Watering is prohibited on Mondays. Watering with buckets of up to five gallons per day is permitted any time.
5.New landscaping. All watering is permitted for the first ten days after planting. Thereafter, the restriction for established landscaping shall apply. Overseeding an existing lawn does not qualify as new landscaping--See definitions.
6.Golf courses. Limit watering to 8:00 p.m. to 10:00 a.m. on any day. Greens are exempted from this restriction.
7.Businesses. Limit to essential use only.
8.Restaurants. No restrictions.
9.All other consumption. Conservation by any means encouraged.

More on That Electronic Sign
Aacording to the Village News, that electronic sign ("that looks like a giant TV screen") proposed for Rt. 10 & Chester Village Dr. in the3 m iddle of the village of Chester, has been applied for. The News thinks it will likely be supported by local officials.

Recommendation: Deny Rezoning for Property Adjoining CVG
At their June 15 meeting, for the third time in two years, the Planning Commission recommended denial of a rezoning request that would allow up to 65 apartments to be added to Chester Village Green.
The commission has twice recommended denial of the request, and the Board of Supervisors has twice remanded the case to the commission. According to its report on the issue, the planning staff continues to recommend denial of the request because the “proffered conditions do not mitigate project impacts on capital facilities,” such as schools, roads and parks.
The following was the rezoning request that was denied:
In Bermuda Magisterial District, EMERSON-ROPER COMPANIES, LLC requests rezoning and amendment of zoning district map from Agricultural (A) to Community Business (C-3) with Conditional Use to permit multifamily use plus Conditional Use Planned Development to permit exceptions to Ordinance requirements on 5.0 acres fronting approximately 290 feet on the north line of Chester Village Drive at Village Creek Drive. Density will be controlled by zoning conditions or ordinance standards. The Comprehensive Plan suggests the property is appropriate for neighborhood mixed use uses.
All persons favoring, opposing or interested in the above are invited to appear at the time and place herein stated and may speak. Copies of the above requests are on file in the County Administrator’s Office (Room 505) at the Chesterfield County Administration Building and in the Planning Department at the Chesterfield County Community Development Building, 9800 Government Center Parkway, Chesterfield, Virginia, for public examination during regular business hours, 8:30 a.m. to 5:00 p.m. Monday through Friday. More information about these requests can be found at www.chesterfield.gov/plan.

Report on June HOA Board Meeting
The Homeowners AssoBoard met June 6, 2010.
Board members present: Howard Corey, President; Robert Tierney, Vice President; Jack Mayer, Treasurer; Arlene Ripp, Secretary; and Andrew McCauley. Also present: 11 homeowners.
1) Treasurer's Report: We are within budget. The finances are in good shape.
2) Fountain: The cost of purchasing a new one turned out to be more expensive than originally thought, so it was repaired. More study will be done, repairs versus new one in the future. We are responsible for the fountain, but the county has certified the pond and is responsible for its maintenance.
3) Neighborhood Watch will be sending us all information about the annual National Night Out coming up soon on Tuesday, August 3, 2010.
4) Architectural Review Committee chair Steve Perez warns that there could be serious consequences for failure to obtain the committee's OK for exterior changes or additions. (Note: the County has a seat on this committee.)
5) Mitchell Patterson reports that the ad hoc Tree Subcommittee has identified three tree species suitable for replacing the Sycamores currently in place along our streets if/when they become problems. The costs involved will be studied next.
