All Home Owner Asso. covenants and all local laws requiring dogs to be kept on a leash and requiring owners to pick up after their dogs have been ruled invalid.
An irritated animal owner in Oak Grove, Va., mounted an exhaustive search of the entire Code of Virginia Law for all references to dogs and other animals. He came across a long-forgotten law enacted in 1867, just two years after the War of Northern Agression (known in the North as the Civil War). It was put into the Virginia Code by the Yankee carpetbaggers who ruled Virginia at that time, as part of their campaign of revenge to teach "Rebels" a lesson.
The newly discovered law forbids any restraint on any animal, and owners are not allowed to pick up after their animals. Severe penalties are attached for violations. The law can be found in the Code of Virginia at Chapter 14, Emblements, #113.
Our Home Owners' Asso. plans on calling an emergency meeting soon to revise our Covenants accordingly.
