BAZAAR on the Green

Le Petit Bazaar starts at 8 a.m. on Sat., Nov. 1. on the Village Green. Set-up is at 7 a.m. Bring arts & crafts, antiques, or anything small that you wish to sell. There is no charge but donations will be accepted. All proceeds benefit the Center for the Arts Foundation.

NORTH/SOUTH BRANNER STATION PARKWAY CANCELLED


Word has been received from HH Hunt and Dorothy Jaeckle that HH Hunt has ended their commitment to build Branner Station and the off-site roads.


We are awaiting further confirmation of this information through a press release from HH Hunt. From the information we gathered, it is due in part to the current real estate market slowdown, the financial situation with the banks, and the unwillingness of one of the land owners to extend options on the property. The work of BARD and the Chester Community Association (CCA) probably played a role in this decision. Be aware, though, this does not mean that Hunt or another developer cannot step in and start the project again, or a similar project, etc. The BARD core group plans to continue monitoring this matter as well as taking up some other important issues that affect us.

BOARD REQUESTS ABANDONED LAND BE DEEDED TO HOA

The land in question is the small plot between the North end of DeLavial and Village Creek Drive. (Click on the map to enlarge it.)


Our HOA President has submitted the following request to our County Supervisor:

Supervisor Jaeckle,
The Board of the Chester Village Homeowner's Association would like to know if we can be deeded the attached property that has been abandon by the County. We would be willing to maintain the property as part of our common area and make it accessible to all members of the association.

HOME OWNERS SUBMIT YOUR SUGGESTIONS FOR PROJECT FOR OUR HOA 15-MONTH BUDGET


So that the Board Of Directors can complete a tentative budget for the last three months of 2008 and all of 2009, The Board is asking homeowners to for submit suggestions projects that to be completed within this time period. These tasks should be things that will benefit the entire development or involve matters of safety for our homeowners. We probably will not be able to act on all suggested task but we will discuss them at an open meeting.

ROADS OPEN and MOWING RESUMED

All roads around the collapsed Fountian Square condominiums are now open.

The grass mowing, which was delayed because of the aeration and over-seeding, has now resumed.

HOA BOARD MEETING REPORT

Our HOA Board met on October 1. All three Board members and the Association manager were present, plus approximately 15 home owners. The following items were reported:


1) Home owner Betty Matthews, Chair of the Chesterfield Arts Center to be built on our Green,is seeking fundraising ideas for the Arts Center. Contact her at:

2) Treasurer's Report: Current fund balance: $8,000.



3) Four new "No Trespassing" signs, for trouble areas, have been paid for.



4) A Wooten (sp?) Co. bid of $3,125 to patch alleyways was approved.



5) It has been recommended that all the alleyways be surfaced-sealed to extend their lives (in view of the high amount of water drainage that flows over them). Two bids have been sought.



6) Home Depot and Lowes will come out to bid the installation of promised fencing between the short row of homes along Village Garden Dr. (Easy Living section) and the apartments behind them.



7) Eighty-four home owners have submitted their information for our new Directory. Three requested no listing. The cost will run $800 - $1,000. Advertising support is still being sought.

BUILDING COLLAPSE CAUSE REVEALED

On Oct. 3, The Richmond Times Dispatch published the following information:

A grand jury has determined no one was criminally negligent in the fatal collapse of a building in Chester [Village Green, on Fountain Square Plaza] last month, but a county-hired engineer has found the contractor to blame for faulty bracing.

The two-story building at 4301 Fountain Square Plaza collapsed on Sept. 10 after drywall was loaded onto a floor supported by an unbraced steel stud designed to bear less than half the weight placed on it, according to an engineering analysis released yesterday by Chesterfield County.

The grand jury concluded yesterday that there was no evidence of either criminal conduct or "culpable and gross negligence of any party or government entity regarding this incident."

According to W. Carter Sinclair Jr., an engineer based in Virginia Beach who was hired to analyze the collapse, the county is responsible for inspecting and approving permanent, but not temporary, bracing during construction. "This is a gray area . . . however it is still the ultimate responsibility of the contractor."

ALLEYWAYS TO CLOSE FOR REPAIRS


Our HOA (Home Owners' Association) President, Howard Corey, has sent the following notice:
Repair of the alleyways starts Oct. 8.
Once the repairs are completed, cones will be put out to close them off. Once the alley ways have been paved, stay off the new paved area for at least two days. For some of the residents this might require parking on the streets for a couple of days.Thanks in advance for your cooperation. The places where you have seen red circles in the alley ways are where repairs are taking place.

NORTH-SOUTH PARKWAY TO BE TOPIC AT SUPERVISOR'S CONSTITUENT MEETING


A constituent meeting will be held on Monday, Oct. 6, at 7 PM, at Chesterfield Community High School, 12400 Branders Bridge Road. Although the topic is public safety, our Supervisor, Dorothy Jaeckle, has asked someone from H. H. Hunt and the Transportation Dept. to be available during the question and answer period to answer questions about the roads and Branner Station.


This new road will impact Chester Village Green. This is your chance to find out what the plans are and to express your opinion. (Click on map image to enlarge it.)

COLLAPSED BUILDING CLEARED AWAY, STREETS OPENED


The rubble from the collapsed building on Fountain Square Plaza facing our Green has now been completely cleared away, only the back retaining wall (right) remains.

The road barriers have been removed, and our streets are now open.

OUR NOV. 4 BALLOTT

PHOTO: This was the voting line at Ecoff School at 10:15 AM. The line wound down and around four corridors, and took one hour. The only bottleneck was at the only ballot-receiving machine.The simple two-second act of slipping one's own ballot into the slot seemed to confuse people.
