Snow RemovaL Schedule
The HOA reports that snow removal started even before the end of the snow. We started with the driveways, sidewalks, walkways and streets in that order. (The streets were plowed this morning to prevent rutting and packing.)

Beware --Icy, Slippery Conditions
Outside it is quite slippery and will get worse as it gets colder. Remember, because of the uncertainty of the density of the walkway and driveway concrete at each home, our contractor will not be applying chemicals to these areas.
If you have to go out tonight (Thursday) or tomorrow (Friday), be careful!

Snow Removal Schedule

According to the current forecast, Most of the snow from this storm should have fallen by 3 PM on the 16th. Therefore, we have scheduled clean up to start at this time. We are asking Unlimited to start in Easy Living and perform snow removal in the following order:
1) All Driveways, alleyways and streets
2) All walkways and sidewalks
To expedite the process, we are asking everyone (where possible) to please park cars within their garages. If you can't park in your garage, please park on the street until your driveway is finished and then move your car to the driveway. Remember, we pay by the hour for these cleanups and our goal is to be finished by 8:30 PM

Since everyone does not have internet access, please advise you neighbors of what the process will be.

Holiday Decorations and Bridge Lighting
The ladies of the CVG Bunco group (with a few husband assistants) worked hard and long to decorate our main entrance for the Holidays on Dec.2. A lighting ceremony was held at the entrance on Sunday, Dec. 5, at 5:00 PM, with a reception in the Center for the Arts office following.

Report on Nov. HOA Board Meeting; Next Meeting Dec. 1
The Board met on Wed., Nov. 3, 2010, 7 PM, at the Arts Center office. Board members present: Howard Corey, President; Robert Tierney, Vice Pres.; Brian Pierce, Vice President; Arlene Ripp, Secretary; Andrew McCauley, Treasurer; and Association Manager: Florence Harrison.
Also present. 12 home owners.
1) The Sept. Board minutes were read, and the Oct. meeting was reviewed.
2) Treasurer's Report: no change since last meeting.
3) Landscaping Committee:
-- Howard walked our entire development with Kent and Gary from Unlimited Landscaping. They observed the following problems: --clogged roof rain gutters; yard damage from lack of splash guards under down spouts; parking in front of neighbors' mail boxes preventing carrier from delivering mail [mail carriers are not required to deliver mail if box is blocked --then home owner must drive to P. O. to pick up mail]; some dog owners are still not observing HOA covenants and County law [several owners have been fined].
--The owner of the pond, Jim Daniels, a Senior Apts. rep, and our Board rep will meet on Nov. 4 to discuss equitable sharing of maintenance costs.
--Mowed grass will no longer be blown into storm sewers.
--Our County Supervisor, Dorothy Jaeckle, will be asked to accelerate the County roads dept.'s work on the agreed upon improvements in road signage around the Green.
The Board will meet again on Wed., Dec. 1, 7:00 PM, in the Arts Center Office.

Report on Annual Meeting and Elections
The Chester Village Green Homeowners Asso. held its official annual meeting at 7:00 PM, Wed., Oct. 20, 2010, at the Chester Library. It was well-attended and the presence of a quorum was certified.
The slate of candidates for two-year terms on the Board of Directors was voted in unanimously. Candidates serve staggared two year terms. Board Members for 2010 - 2011 are: Howard Corey, President, 454-0602; Robert Tierney, Vice Pres., 768-0457; Brian Pierce, Vice President; Andrew McCauley, Treasurer; 768-0035; Arlene Ripp, Secretary, 796-5739.
Other business:
1) The minutes of the last Annual Meeting were read and approved.
2) Manager's Report: Mgr. (Florence Harrison) will mail out a Landscaping Survey to all homeowners as a way of evaluating Unlimited Landscaping and providing background information for renegotiating the contract.
--Unlimited has completed the required backflow testing for each home.
--The fountain and the pond have become very expensive to maintain. Our HOA does not own the pond. Neither the owner of the pond nor the apartments overlooking the pond contribute to the maintenance. The Board will try to negotiate shared costs with the owner and the apartments before spending more on this.
--Mailbox repair and upkeep has been delayed until Spring.
3) Treasurer's Report: We are within budget and are continuing to build up our reserves as required by law. There will be no need to increase the monthly homeowners' fee. The proposed 2010 - 2011 budget was approved as submitted. Outgoing Treasurer (our first treasurer) Jack Mayer was thanked and praised for the great job he has done setting up and overseeing. our finances.

4) Holiday Decorations will be taken over by the "Bunko Ladies", in response to the appeal for volunteers.
5) Street Trees: Mitchell Patterson's investigation of the 216 American Sycamores which line our streets resulted in producing the following information:
--they are not appropriate along streets and sidewalks and are not approved by Chesterfield County (they grow to be too big; their roots tear up sidewalks and curbs)
--we should replace some every year to spread out the cost of removing the Sycamores and planting the replacements
--experts say that appropriate replacements are Eastern Red Bud, Linden, and Zelkova. The only appropriate tree for the Easy Living area is Crepe Myrtle.
6) The collapsed building is increasingly becoming a severe irritant to our membership. Not only is the dilapidated abandoned building itself in shambles, but all of the grounds around it are filled with trash, knocked over fences, etc., giving the appearance of a blighted area. Is this property out of environmental compliance? County Eases Water Restrictions
Chesterfield County has reduced emergency water-use restrictions to mandatory restrictions, effective Oct. 13, that do allow limited outside water use for landscaping and other purposes, allowing county residents and businesses to return to mandatory restrictions due to recent rainfall and water customers’ cooperation to significantly reduce water use in recent weeks.

I have been calling Dominion Power on your street lights, they are telling me we are not on their priority list. I will continue to call and bug them. I know it is getting darker earlier and I will be diligent on your behalf.
LANDSCAPING NEWS: Please keep in mind that Unlimited will NOT be putting down chemicals or salt on your sidewalks, porches or driveways this year due to concrete problems we have had in the past. When it starts cooling down, the landscapers will be replacing shrubs and trees that are dead in your yards.
I have. heard from.some of you,.but please email me, .if you have a deads shrub or tree ..
Hopefully by now all your shrubs have been trimmed and your alleyways look great. We would like to thank Me. John Worden for resealing your alleyways.
YES, I know the fountain is down again, we are in the process of looking into fixing the fountain or purchasing a new fountain. We are having covers placed in front of the drainage holes in the pond, this will help debris from getting into to the fountain's motor.
QUESTION: One of your fellow neighbors has expressed that the entrance into Chester Village seems a little drab after coming over the bridge. If you would like to discuss what can be done, please contact me and give me your opinions. We need ideas I!!!

Emergency Restrictions for All Water Customers
Due to the historically hot and unusually dry weather, coupled with the record low water levels in Lake Chesdin, the Appomattox River Water Authority is requiring that all member jurisdictions implement emergency water restrictions. Chesterfield County Utilities Department, as a member of the Appomattox River Water Authority, is required by its agreement with the water authority to implement emergency water restrictions for its customers. Effective Tuesday, Sept. 28, in accordance with county ordinances, emergency water restrictions are being issued for all Chesterfield County water customers by Chesterfield County Administrator James J.L. Stegmaier.
Currently, Lake Chesdin is at the lowest recorded water level since it was created. Chesterfield County greatly appreciates and relies upon the cooperative efforts of its residents to conserve water during historic drought periods such as we currently are experiencing. Following is a list of the restrictions. This list also is available online at www.chesterfield.gov/utilities.
•Established landscaping (lawns, vegetable gardens, flowers, trees andshrubs) — All water use is prohibited.
•New landscaping — All water use is prohibited.
•Washing paved areas — All water use is prohibited.
•Swimming pools — All water use is prohibited.
•Vehicle washing — Prohibited, except at commercial car washes.
•Golf courses — All water use is prohibited.
•Businesses — Limit water uses to those essential for business and human hygiene.
•Restaurants — Use water only for cooking, hygiene and beverages.
•All other consumption — Limit water to essential use only.
Any person found to be in violation of the above restrictions will be subject to the following fines, which will be imposed on the customer’s next water bill.

Dog Found, Is It Yours?
A small dog with a pink collar and a lease was found wandering and chasing cars on Chester Village Drive. The dog is about eighteen inches high, black and white in color. Please contact Howard Corey (454-0602) if this is your dog.

Algae Grow while Fountain Motor Is Repaired

Update from Howard Corey, HOA Pres.):
Gary has done some trouble shooting and checked to make sure there is power coming in and going out of the breaker. In the past when there was an issue with the pump shorting out due to a seal leaking, the breaker would trip when you turned the switch to the on position, this time when you turn the switch on the breaker does not trip, but nothing happens. Gary says we need to pull the fountain in to land and see if we can determine anything.

Dear Mr. Corey,
This letter follows up on your May 18, 2010 correspondence regarding potential signing and pavement marking changes within Chester Viliage Green and Mr. Hawthorne's acknowledgment letter of June 16, 2010. We should note that several private roads or commercial entrances connect to state-maintained rights of way. In those locations it is the responsibility of the underlying property/connection owner to remedy any identified deficiencies. Our VDOT Central Region Operations staff reviewed each of the locations and offer the following comments:
A. Library Signing
Issue: The sign on Centre Street indicating that the Library is to the left is currently on the same post as a "15 mph" advisory sign that includes a right turn sign. There is a small arrow at the bottom of the sign post indicating the Library is to the left, but it is not very visible, and the arrow is on the right side of the sign.
VDOT Response: Chesterfield County personnel installed the library sign and accompanying arrow on the same post as the 15 mph advisory sign. We recommend the County re-install the library sign to a more appropriate location to provide greater positive guidance into the parking lot north of the library.
B. Fountain Square Plaza at Chester Village Drive
Issue: Drivers attempt to travel the wrong way on Fountain Square Way. Pavement markings are faded and illegible.
VDOT Response: We recommend installation of a no left tum sign for northbound Chester Village Drive at Fountain Square Plaza. Eradicate the existing yellow lane line, install a painted island and install a stop sign eastbound.
C. Chester Village Drive and Chester Village Lane
Issue: Drivers attempt to travel the wrong way on Chester Village Lane. Pavement markings are faded and illegible.
VDOT Response: Chester Village Lane does not receive state maintenance. We therefore have no recommendations.
D. Chester Village Lane at Fountain Square Way
Issue: Inadequate pavement markings, confusing signing, drivers attempt to drive the wrong way on Chester Village Lane.
VDOT Response: These roads do not receive state maintenance. However, we recommend removal of all commercial signing within the raised island and installation of no left tum sign under the existing one-way sign. Refresh the existing pavement markings on Chester Village Lane at the island and remove the keep right sign.
E. Centre Street (in front of library) at Fountain Square Way
Issue: Confusing intersection right after a tight curve. Drivers attempt to travel the wrong way on northbound Centre Street infront of the Library.
VDOT Response: Refresh the double yellow lane line northbound on Centre Street.
F. Fountain Square Way
Issue: Drivers who miss the left turn into the Library parking lot attempt to turn left at the end of the raised island and travel the wrong way, northbound on Centre Street.
VDOT Response: We concur with the installation of a no left tum sign.
G. Chester Village Drive
Issue: There is a confusing curve advisory sign on northbound Chester Village Drive, just south of the Chester Village Lane intersection. The sign does not match the intersection layout and is confusing.
VDOT Response: Install a proper curve warning sign (W 1-1). with a 15 mph advisory speed plate. Also install a right-turn-lane-must-turn-right sign to proceed onto Chester Village Lane.
H. Chester Village Drive at Festival Drive
Issue: There isn 'I a STOP sign or a while slap bar on easlbound Feslival Drive al Chesler Village Drive. It isn't clear where drivers are supposed to stop.
VDOT Response: Festival Drive does not receive state maintenance. We recommend installation of a stop sign in a suitable location on the eastbound approach.
I. Chester Village Drive at Celebration Avenue
Issue: There isn't a white STOP bar on easlbound Celebralion Avenue. It isn't clear where drivers are supposed to stop.
VDOT Response: Celebration Avenue does not receive state maintenance. We have no recommendations.
Please note that a eopy of this correspondence is being forwarded to the Central Region Pennits staff for resolution of those items related to the private road/commercial entrance connections. The appropriate VDOT section will implement the signing and marking changes within 30-45 days. More Apartments Coming to Chester Village Green
The Board of Supervisors recently approved a rezoning request that would allow up to 65 apartments to be added to Chester Village Green.
Emerson-Roper Companies LLC asked that 5 acres on the north line of Chester Village Drive be rezoned with conditional use to permit apartments

Alleyway Sealing Report
The following is a notice from oujr Home Owners Asso:
As you can see, the sealing is going slower than the vendor promised. While the vendor has some legit reasons for being behind schedule, hurricane Earl, water in some alley ways and getting cars removed from driveways, we are not pleased that he is this far behind. Florence is working with the vendor to insure that he works on Labor Day and/or that the job is finished no later than Tuesday evening. Therefore, if your alleyway has not been sealed, please continue to park on the street. Please advise any neighbors parking in a driveway where the alleyway has not been sealed of this email.

Unlimited will be turning back your sprinkler soon and start seeding your yards about the 2nd week in September.
They have started to spray for weeds, so if your yards are looking yellow in spots please remember they are spraying for weeds. Unlimited can only spray for weeds when the temperature is below 85 degrees.
Please call (356-7999 ) or email me if you have a problem with your sprinklers or yard, this way there is only one person calling Gary and contacting the office. Less confusion in getting your request completed.
Unlimited has started trimming bushes, please be patient they will get to your area as soon as possible. There is a lot to do for your yards this time of year.

SCAM ALERT: On or about July 31 a man and girl made the rounds of our neighborhood ostensibly trying to sell magazines and/or get donations to benefit "our troops overseas". The girl claimed to be related to someone in the neighborhood. Several people wrote checks or gave cash to them. This has since been discovered to have been a scam; this has also been reported that something similar has happened
recently in Arbor Landing:- It is suggested that you do not deal with door to door solicitors,
unless you know the person or they have proper identification that you feel
comfortable with. Personally, I would like to discourage ALL door to door solicitations.
If you feel you have been a victim of this scam please report information to the Chesterfield Co. police.

Gary and the Unlimited crew will be trimming bushes this week. Gary has been working with the crew to ensure that the trimming is performed in a correct and professional manner.
Starting Aug. 30, we will turn the sprinklers off and trim the alleyways so that the Paving Company can seal them this Friday and Saturday. If hurricane Earl co-operates and we are able to seal. All residents are asked to park on in your garages or the street Friday, Saturday, and Sunday.
We would really appreciate each of you providing this info to your neighbor on each side.
Because we have had a number of complaints concerning the lawns, Florence (356-7999) and I (454-0602) will will be taking a more active approach until the problems with the sprinklers, weeds and bushes are care for. If you are having any lawn problems or request, please advise either of us.

A band entertains shoppers at our Farmers' Market, 7-31-10. The organizers of the market are very please with the turn out of both vendors and shoppers this summer. The market continues every Saturday, 9:00 - 1:00, through October.

Dominion Power Promises to Fix Street Lights
"I have reported the street lights that are out to Dominion Power, they imformed me that there is a back log on getting to these lights, due to the electrical storms. They are having to work on homes and businesses. Please be patient, I have the work order numbers and calling Dominion Power weekly. Please let me know when the lights are fixed.

Beware Fraudulant Door-to-Door Solicitors
Recently, Two young whilte adults, , one male with dyed blond hair and one female, dark brown hair put up on head and of short stature, about 16 to 18 years old, knocked at a resident's door about 11:00 am in Chester Village Green, and asked for donations to various organizations (which varied from door to door), for example: Thomas Dale H. S. soccer team' trip to Hawaii; magazine subscriptions for soldiers in Iraq, etc. The magazines were through a company they called, MFA (Marquis Fulfillment Agency). An internet search for that company turns up an entire sheet of listings reflecting incidences of fraud magazine sales across the United States. They also went from door to door.
As residents began to compare notes and sheck on their stories, it became apparent that it was all fraud. Some residents lost money, some had to close their checking accounts.
Several police reports have been made. The first police report is #201008062018. All subsequent reports related to the same case go under this number. The police ask all who were solicited to contact them at 748-1269, using the same Case #201008062018. If you wish, you can request a police officer to come to your home to take the report. If you have trouble reaching the police, call our District Supervisor, Dorothy Jaeckle, 748-1211.
When people come to your door, it is safer not to open it, if you do not know them. Always ask for a photo ID. Do NOT write checks for anyone you do not know, since a combination of brake fluid and alcohol can cause the ink to disappear on the check leaving everything else in place, including your signature. Keep a camera handy and take a photo of the caller(s) from a window as they leave, for police use. Call the police right away and ask them to come right away if the callers are going to other homes in the neighborhood, asking the police to make it a "silent" call (no sirens) in order not to scare the callers away.

Report on HOA Board August 4 Meeting
Our HOA Board Met Wed., August 4, 7:00 PM, in the Arts Center Office.
Board members present: Howard Corey, President, Robert Tierney, Vice Pres., Jack Mayer, Treasurer, and Andrew McCauley.
Home owners present: 10.
1) Treasurer's Report: We are keeping within budget. The finances are in good shape. The insurance has been locked in for three years to avoid more premium hikes.
2) Our Neighborhood Watch Night Out (part of the national observance) had a good turn out. Very enjoyable. A success, except for turning on outside lights at every house until 10:00 PM.
3) A monthly evening of entertainment on our Green from next March through October (possibly the 3rd Thurs. of every month). Is now in early planning. A stage donation is needed.

County Orders Voluntary Water Restrictions
Upon the declaration of voluntary water conservation measures, users of the public water system are requested to voluntarily limit their use of public water as follows:
1.Paved areas. Limit washing to two days per week. Unrestricted for immediate health and safety concerns.
2.Swimming pools. Limit to filling and replenishing to maintain health and safety.
3.Vehicle washing. Noncommercial washing is limited to two days per week using only hand-held hoses with an automatic shut-off nozzle. Commercial vehicle washing businesses are permitted to operate under normal conditions.
4.Established landscaping. Watering is limited to three days per week by address. Addresses ending with an odd number may water only on Tuesdays, Thursdays and Saturdays. Addresses ending with an even number and locations with no street number may water only on Wednesdays, Fridays and Sundays. Watering is prohibited on Mondays. Watering with buckets of up to five gallons per day is permitted any time.
5.New landscaping. All watering is permitted for the first ten days after planting. Thereafter, the restriction for established landscaping shall apply. Overseeding an existing lawn does not qualify as new landscaping--See definitions.
6.Golf courses. Limit watering to 8:00 p.m. to 10:00 a.m. on any day. Greens are exempted from this restriction.
7.Businesses. Limit to essential use only.
8.Restaurants. No restrictions.
9.All other consumption. Conservation by any means encouraged.

Aacording to the Village News, that electronic sign ("that looks like a giant TV screen") proposed for Rt. 10 & Chester Village Dr. in the3 m iddle of the village of Chester, has been applied for. The News thinks it will likely be supported by local officials.

Recommendation: Deny Rezoning for Property Adjoining CVG
At their June 15 meeting, for the third time in two years, the Planning Commission recommended denial of a rezoning request that would allow up to 65 apartments to be added to Chester Village Green.
The commission has twice recommended denial of the request, and the Board of Supervisors has twice remanded the case to the commission. According to its report on the issue, the planning staff continues to recommend denial of the request because the “proffered conditions do not mitigate project impacts on capital facilities,” such as schools, roads and parks.
The following was the rezoning request that was denied:
In Bermuda Magisterial District, EMERSON-ROPER COMPANIES, LLC requests rezoning and amendment of zoning district map from Agricultural (A) to Community Business (C-3) with Conditional Use to permit multifamily use plus Conditional Use Planned Development to permit exceptions to Ordinance requirements on 5.0 acres fronting approximately 290 feet on the north line of Chester Village Drive at Village Creek Drive. Density will be controlled by zoning conditions or ordinance standards. The Comprehensive Plan suggests the property is appropriate for neighborhood mixed use uses.
All persons favoring, opposing or interested in the above are invited to appear at the time and place herein stated and may speak. Copies of the above requests are on file in the County Administrator’s Office (Room 505) at the Chesterfield County Administration Building and in the Planning Department at the Chesterfield County Community Development Building, 9800 Government Center Parkway, Chesterfield, Virginia, for public examination during regular business hours, 8:30 a.m. to 5:00 p.m. Monday through Friday. Report on June HOA Board Meeting
The Homeowners AssoBoard met June 6, 2010.
Board members present: Howard Corey, President; Robert Tierney, Vice President; Jack Mayer, Treasurer; Arlene Ripp, Secretary; and Andrew McCauley. Also present: 11 homeowners.
1) Treasurer's Report: We are within budget. The finances are in good shape.
2) Fountain: The cost of purchasing a new one turned out to be more expensive than originally thought, so it was repaired. More study will be done, repairs versus new one in the future. We are responsible for the fountain, but the county has certified the pond and is responsible for its maintenance.
3) Neighborhood Watch will be sending us all information about the annual National Night Out coming up soon on Tuesday, August 3, 2010.
4) Architectural Review Committee chair Steve Perez warns that there could be serious consequences for failure to obtain the committee's OK for exterior changes or additions. (Note: the County has a seat on this committee.)
5) Mitchell Patterson reports that the ad hoc Tree Subcommittee has identified three tree species suitable for replacing the Sycamores currently in place along our streets if/when they become problems. The costs involved will be studied next.

COUNTY CHANGES EFFECTIVE JULY 1
LIBRARIES: All library branches except Central Library will be closed on Thursdays. The Central Library will be open from 1 p.m. to 9 p.m. on Thursday. All branches will be open Monday through Wednesday from 10 a.m. to 9 p.m., and Friday and Saturday from 10 a.m. to 5 p.m., rather than 5:30 p.m.
Initially, $1.5 million in budget reductions were proposed for Chesterfield County’s Public Libraries. Of that, $1.3 million was to be saved by laying off about 32 FTEs and reducing library hours at all branches the equivalent of one day. Ultimately, $80,000 was added back to the library budget to keep the Central Library open 6 days a week
PARKS AND RECREATION:
Senior and adult programs
About half of senior and adult education programs will be eliminated including all adult instructional programs except those at community centers.
CURBSIDE RECYCLING: A $25 annual fee will be charged for curbside recycling service, but individual households can opt out of the service. According to the county’s website, the fee will be included on the county’s real estate tax bill, with $12.50 charged in December and the other $12.50 charged in June each year. Residents can opt out by calling the customer service center at 748-1297 or completing an electronic form on the county’s website.
CONVENIENCE CENTER OPERATION: The Southern Area Convenience Center, located at 6700 Landfill Drive, will be closed on Tuesday and Wednesday. It will be open from 9:30 a.m. to 6 p.m. on Monday, Thursday, Friday and weekends. The Northern Area Convenience Center, located at 3200 Warbro Road, will be closed on Wednesday and Thursday. A gate fee of $7 will be charged per vehicle, per load, and larger vehicles will be charged accordingly. Customer Value Cards will no longer be offered, though cards without expiration dates will be honored until all visits are used.
UTILITIES Water and sewer rates will go up. The water and wastewater bi-monthly base charges for a typical five-eighths-inch residential meter will increase by $1.68. A combined water and sewer bill for a household using 18 CCF of water will increase bi-monthly by about $2.58, or $1.29 monthly, according to information from the county. The base charges for larger meters increases proportionately based on meter size. Connection fees will also increase. The connection fees for a five-eighths-inch residential meter are proposed to increase in water from $4,025 to $4,400 and in wastewater from $3,140 to $3,455.
