HOA BUDGET MEETING TONIGHT, DEC. 2, 7:OO PM, LIBRARY

The HOA will hold a special budget meeting on Tue., Dec. 2, 7:00 pm., in the Chester Library to adopt a budget for 2009. LAST ALLEYWAY SEALING MAY BE COMPLETED NOV. 20 - 21

"I know you have heard this before, but the vendor just called and informed me that the alley ways are dry and tomorrow forecast is warm enough for him to finish the sealing project. He is planning to start at about 7:30 AM. Therefore, if your garage is on one of those alley ways that has not been sealed, you need to move your car to the street by 7:30 AM tomorrow and park on the street tomorrow night. Hopefully, the weather will cooperate.

Please advise any neighbor who does not receive these emails."

Report on the Home Owners' Association Board Meeting, Nov. 12

The meeting took place in the Village Hall at 7:00 PM. Board members present
(L - R): Robert Tierney (Vice Pres.), Jack Mayer (Secretary-Treasurer), Howard Corey (President), and Association Manager, Florence Harrison. The meeting was attended by a dozen or so home owners.

1) The Board approved a proposal to complete the fencing behind the three homes on the East side of Village Garden Drive, opposite Village Garden Circle. 3) The Annual Meeting will be held in January at the library to approve the annual budget and any proposed By-Law changes. Date to be announced.
4) Our new CVG Directory will be printed this month. One copy will be distributed to each home in December.
5) The Board is currently re-negotiating the snow (!) removal section of lour contract with Unlimited Landscaping.
6) Home solicitations: Those home owners who do not want solicitors coming to their front doors should place a "No Solicitation" sign on their doors. (Signs are not allowed in yards without premission from the Architectural Review Committee.)

NORTH/SOUTH BRANNER STATION PARKWAY CANCELLED

Word has been received from HH Hunt and Dorothy Jaeckle that HH Hunt has ended their commitment to build Branner Station and the off-site roads.

We are awaiting further confirmation of this information through a press release from HH Hunt. From the information we gathered, it is due in part to the current real estate market slowdown, the financial situation with the banks, and the unwillingness of one of the land owners to extend options on the property. (Click on map to enlarge it.)

The work of BARD and the Chester Community Association (CCA) probably played a role in this decision. Be aware, though, this does not mean that Hunt or another developer cannot step in and start the project again, or a similar project, etc. The BARD core group plans to continue monitoring this matter as well as taking up some other important issues that affect us.

BUILDING COLLAPSE CAUSE REVEALED

On Oct. 3, The Richmond Times Dispatch published the following information:

A grand jury has determined no one was criminally negligent in the fatal collapse of a building in Chester [Village Green, on Fountain Square Plaza] last month, but a county-hired engineer has found the contractor to blame for faulty bracing.

The two-story building at 4301 Fountain Square Plaza collapsed on Sept. 10 after drywall was loaded onto a floor supported by an unbraced steel stud designed to bear less than half the weight placed on it, according to an engineering analysis released yesterday by Chesterfield County.

The grand jury concluded yesterday that there was no evidence of either criminal conduct or "culpable and gross negligence of any party or government entity regarding this incident."

According to W. Carter Sinclair Jr., an engineer based in Virginia Beach who was hired to analyze the collapse, the county is responsible for inspecting and approving permanent, but not temporary, bracing during construction. "This is a gray area . . . however it is still the ultimate responsibility of the contractor."

MANDATORY WATER RESTRICTIONS ENACTED

Due to severe drought conditions, the Chesterfield County Board of Supervisors approved the declaration of mandatory water-use restrictions at their Aug. 27 meeting. These restrictions will take effect on Tuesday, Sept. 2. The biggest water use in the county is attributable to lawn-irrigation systems. The ordinance for mandatory restrictions on use of public water requires that lawn watering be done only three times per week. Addresses ending with an even number and locations with no street number may water only on Wednesdays, Fridays and Sundays. Watering is prohibited on Mondays. Watering with buckets of up to five gallons per day is permitted any time.

(f) Vegetable gardens. Limit watering to any two days per week from 8 p.m. – 10 a.m. Watering by bucket is unlimited.

(g) New landscaping. All watering is permitted for the first 10 days after planting. Thereafter, the restriction for established landscaping and gardens shall apply.
