REPORT ON HOA BOARD MEETING, Sept. 2, 2009

The Home Owners Association Board met for its regular monthly meeting at 7:00 PM, Wed., Sept 2, in the Village Hall (Arts Center Office). Present were: Howard Corey, President, Jack Mayer, Secretary-Treasurer, Robert Tierney, Vice Pres., Association Manager: Florence Harrison, and 12 residents.

1) A FinanciaL Report was handed out to all present. Owners may obtain a copy from the Associaion Manager (see left sidebar). The HOA financial health is good. No increase in owners' monthly dues is expected.

2) Neighborhood Watch Coordinator Carol Ray (see left sidebar) reported that the report published in the Village News about six weeks ago about an assault on Chester Village Drive resulted from a mistake in the way it was reported to police. There was no assault in Chester Village Green.

When our Neighborhood Watch organization registered with the police three years ago, the registration was not properly recorded, and the process must now be repeated. Home owners will be asked to sign the required petition.

3) Architectural Review Committee: Currently, all matters are being resolved satisfactorily by email.

4) Landscaping Committee:

---The artillary spores (small black dots) that appear on the siding and window frames of some homes may be coming from untreated mulch. More on this later.

---If geese return to our pond this Fall or Winter, measures will be taken to discourage them, including the possibility of loud booming noises.

---Alleys will be treated in October and curbs will be added in some places to properly divert water run-off.

5) At the official Annual Meeting, Wed., Oct. 7, 7:00 PM, at the Library, changes in the By-Laws will be voted upon. 67% of the home owners must be present or sign proxies in advance. A letter about the meeting, the proposed By-Law changes, and the proxies will be delivered to each home's newpaper box soon. If you are going to be out of town or cannot attend this very important meeting, please use the proxy as an absentee ballot.

REPORT ON HOA BOARD MEETING, June 3, 2009

Our Home Owners' Association Board of Directors met on June 3, 7:00 PM, at the Arts Center office.

1) The minutes of the last meeting were read and approved.

2) Neighborhood Watch: The new security fence behind the three homes along Village Garden Drive at Village Garden Circle has accomplished its intended purpose of cutting down on trespassing.

3) The Architectural Review Committee has recieved three proposals for home modifications.

Also, the Committee requests those who sign up for satellite TV, please have the installers place the receiving dish in a location that cannot be seen from the street whenever possible.

4) Landscaping Committee: The new contract with Unlimited Landscaping has a separate agreement for snow removal as needed. The new contract comes in at a lower cost to the extent that it will still be lower (than it is now) after 6 years of annual 1.5% increases.

5) The Board has arranged for our County Supervisor, Dorothy Jaeckle, to meet with home owners at the Arts Center office on Wed., June 17, at 7:00 PM, to discuss:
-- the disposition of the collapsed building
-- the certification of our pond
-- the certification of home backflow valves
-- the possible deeding over to us of the abandoned land on Delavial Dr.
-- the possibility of establishing a county skate board area
-- how cut-backs in the county budget will affect us

6) Our home irrigation systems are in the process of being checked.

7) The Association will proceed with publishing a loose-leaf directory of Home Owners. All addresses will be listed, but individuals may request that their names not be published.

8) The U S Post Office requests that no cars or trucks block mail boxes. The mail carrier is NOT obligated to deliver mail to blocked mail boxes (when that happens the home owner will have to drive to the Post Office to pick up mail).

9) A Reminder: The Covenants we all signed require us NOT to park on the street.

REPORT ON HOA BOARD MEETING, APRIL 1, 2009

The CVG HOA Board of Directors held their monthly meeting at 7:00 PM, April 1, at the Arts Center office. The following items were covered:


1) Completion of the security fence (between the three homes on Village Garden Dr. and the apartments): The contract has been let (see our Report on the Dec. 4 meeting). Additional work is required (clearing away brush and laying down sod on our side of the fence --this will be paid for by the three affected CVG home owners).

2) The Geese Problem-- Mitchell Patterson will gave an update on the Geese problem:
The Waterfowl Specialist recommends:
1. Stop all feeding. Strategically place no feeding signs. Enact and enforce a no feeding ordinance.
2. Landscape modification--Restrict a goose's ability to move between water and land will deter geese from an area. (Examples: Install physical barriers along the water's edge; thick shrubs, mulch, grass, fencing or high tensil wire.)
3. Hazing with noise makers, visual frightening devices, sprinklers, and or/chasing geese w/dogs.
4. Repellents - lawn spray
5. Reduce or eliminate goose reproduction - treat nests and eggs

3) CHESTERFIELD COUNTY IS NOW REQUIRING TESTING AND
RE-CERTIFYING THE IRRIGATION BACK FLOW PREVENTERS AT EVERY HOME, EVERY YEAR. Our HOA has obtained a price from Unlimited Landscaping on performing this test on all our homes. This is a discounted price for a package deal to do all of our homes together at the same time. Details on how the billing will work are yet to be worked out.

REPORT ON HOA BOARD MEETING, MARCH 4, 2009

The HOA Board met in the Arts Center office at 7:00 PM, Wed., March 4, 2009, and addressed the following agenda items:

1) Financial Report: The books were reviewed by an independent accountant and found to be in order.

3) Snow Removal: The end result of Unlimited Landscaping's snow removal work was excellent (See home owner comments at the following link:

http://chestervillagegreen.blogspot.com/2009/03/march-snow-of-2009.html#comments ). Unlimited even plowed our streets for us, which is not in their contract. There were some unexpected delays and some lessons were learned from this experience, which should improve the snow removal operation the next time we have snow (three years from now???).

Home owners are asked not to park on the street whenever a Winter Storm Warning is in effect, in order to facilitate the complete plowing of the streets.

4) Landscaping contract: Invitations to bid were sent out to eight companies. A committee will be appointed to review the bids and make a recommendation to the Board. If you would like to serve on this committee, contact Howard Corey (see left side panel).

5) Fence: The previously approved Security Fence between three homes on Village Garden Drive and the apartments: money has been appropriated, and the site will be surveyed next week.
